Complite’s review works from the requirements, standards, recognised methods and evidence that apply to the product and the claims being reviewed.
The relevant basis is determined by the product, its configuration, intended use and the information being assessed — not by a fixed checklist applied to every luminaire.
Regulatory requirements
EU product legislation provides the regulatory basis for the parts of conformity considered in the review. For luminaires, this commonly includes requirements relating to electrical safety, electromagnetic compatibility, restricted substances, ecodesign and energy-related information, chemical substances and producer responsibility.
Which requirements apply depends on the product, its intended use, configuration and how it is placed on the market.
Conformity with applicable EU product legislation remains the responsibility of the manufacturer. Complite does not declare that a product conforms to a regulatory framework or standard. Instead, we review the manufacturer’s assessment, actions and supporting documentation and determine whether the available basis supports the manufacturer’s conformity position.
For each relevant framework, the review records a Complite supports outcome where the reviewed basis is sufficient to support that position.
Safety and electrical requirements

What it covers
The Low Voltage Directive sets the principal EU safety requirements for electrical equipment designed for use between 50–1000 V AC and 75–1500 V DC. Its safety objectives cover risks to people, domestic animals and property arising from the electrical equipment.
When it matters in the review
For luminaires within its voltage scope, the LVD is the main regulatory framework for electrical safety. It provides the legal basis against which the relevant safety evidence and standards are considered.

What it covers
The EMC Directive sets requirements for the electromagnetic compatibility of electrical and electronic equipment. Equipment must not generate electromagnetic disturbance at a level that prevents other equipment from operating as intended, and it must have sufficient immunity to the disturbances expected in its intended use.
When it matters in the review
For luminaires and related electrical equipment within its scope, the EMC Directive provides the regulatory basis for emission and immunity requirements. The assessment also needs to reflect the product’s intended operating conditions and, where relevant, different configurations.

For products with radio functionality
What it covers
The Radio Equipment Directive sets requirements for products that intentionally transmit or receive radio waves. Its essential requirements cover health and safety, electromagnetic compatibility and the effective and efficient use of the radio spectrum. Certain categories of radio equipment are also subject to additional requirements relating to areas such as network protection, privacy and fraud prevention.
When it matters in the review
The RED becomes relevant when a luminaire or associated product incorporates radio functionality, such as Bluetooth, Zigbee, Wi-Fi or another wireless communication technology. For products within its scope, the RED incorporates safety objectives corresponding to the LVD without applying the LVD voltage limits, and electromagnetic compatibility requirements corresponding to the EMC Directive.
What Complite looks at
Complite examines whether the available evidence supports the manufacturer’s conformity declaration under the RED. This may include the manufacturer’s risk analysis and conformity assessment, applicable safety, EMC and radio-spectrum standards, test evidence, intended operating conditions, product configurations and the relationship between the radio module and the finished product being reviewed.

For consumer products, where applicable
What it covers
The General Product Safety Regulation establishes a general safety framework for consumer products placed or made available on the EU market. For products already subject to EU harmonisation legislation, such as electrical products covered by sector-specific legislation, the GPSR complements those requirements rather than replacing them.When it matters in the review
For luminaires, GPSR is mainly relevant where the product is intended for consumers or is reasonably foreseeable to be used by consumers. Sector-specific legislation such as the LVD, EMC Directive or RED continues to provide the primary conformity framework, while GPSR may add requirements in areas not covered by that legislation, including certain consumer-facing and distance-sales information requirements.What Complite looks at
Where GPSR is relevant, Complite examines whether the applicable consumer-product information and traceability requirements are addressed. This may include product identification, manufacturer and responsible-person information, warnings and safety information, and the information presented when the product is offered through distance sales.
Energy and product information

What it covers
The Ecodesign Regulation sets mandatory requirements for light sources and separate control gears placed on the EU market. The requirements include energy efficiency, functional performance and product-information requirements. They also apply to light sources and separate control gears when these are placed on the market as part of a containing product.
When it matters in the review
For luminaires, the first question is how the product is classified under the regulation. A luminaire may be a containing product that incorporates one or more light sources or separate control gears. If the contained light source cannot be removed for separate verification without damage, the containing product may itself be treated as a light source for compliance assessment and verification.
What Complite looks at
Complite examines the product classification and the evidence supporting the applicable ecodesign requirements. Depending on the product, this may include the light source and control-gear data, energy and functional performance values, test evidence, technical documentation, information requirements and the stated replaceability or non-replaceability of contained light sources and control gear.

What it covers
The Energy Labelling Regulation establishes the A–G energy labelling and product-information requirements for light sources placed on the EU market. The required model information and technical documentation are entered into the EU product database (EPREL).
When it matters in the review
For luminaires, the relevant question is whether the product contains a light source that is subject to the regulation, or whether the luminaire itself is treated as a light source under the applicable definitions. Luminaires treated as containing products do not receive a separate luminaire energy label, but they may carry information obligations relating to the contained light source.

Complite examines the product classification and the evidence supporting the applicable energy-labelling obligations. Depending on the product, this may include the energy-efficiency class, product information, EPREL registration, model identification and the relationship between the registered light source and the luminaire or containing product being reviewed.
Substances and materials

What it covers
The RoHS Directive restricts the use of specified hazardous substances in electrical and electronic equipment. Its purpose is to reduce risks to human health and the environment, including at the waste and recycling stage.
When it matters in the review
Luminaires and their electrical and electronic components generally fall within the scope of RoHS. The relevant basis therefore includes not only the finished luminaire, but also the materials, components and supplier information used to support the manufacturer’s conformity assessment.
What Complite looks at
Complite examines whether the available technical documentation provides a sufficient basis for the manufacturer’s RoHS conformity declaration. This may include the manufacturer’s assessment of applicable substance restrictions and exemptions, supplier declarations and material information, component evidence, analytical test results where available, and the method used to evaluate the reliability of the supporting documentation.

What it covers
REACH regulates chemical substances placed on the EU and EEA market and creates obligations throughout the supply chain. For finished products such as luminaires, particular relevance comes from substances of very high concern (SVHCs) on the Candidate List and the information duties that apply when such substances are present in articles above defined thresholds.
When it matters in the review
A luminaire is a complex product made up of multiple articles, components and materials. Candidate List obligations may therefore depend on substances present within those constituent articles, not only on the finished luminaire considered as a whole. Suppliers of articles containing a Candidate List substance above 0.1% weight by weight must provide sufficient information to allow safe use of the article.
What Complite looks at
Complite examines the available substance and material information supporting the manufacturer’s REACH obligations. Depending on the product, this may include supplier declarations, material and substance information, Candidate List assessments, information on applicable restrictions or authorisations, and evidence showing how relevant components and materials have been assessed.

What it covers
The Waste Framework Directive includes information obligations for articles containing substances of very high concern from the REACH Candidate List above 0.1% weight by weight. These obligations are implemented through ECHA’s SCIP database.
When it matters in the review
For luminaires placed on the EU market, SCIP may become relevant where Candidate List substances are present above the applicable threshold in the luminaire or in constituent articles within it. The obligation is closely linked to REACH substance information, but its legal basis is the Waste Framework Directive.
What Complite looks at
Complite examines whether the available product and substance information supports the applicable SCIP obligations. This may include Candidate List assessments, article-level substance information, supplier data, the relationship between components and the finished luminaire, and SCIP notification information where required.
End of life and producer responsibility

What it covers
The WEEE Directive establishes requirements for the collection, treatment, recovery and environmentally sound management of waste electrical and electronic equipment. It places producer-responsibility obligations on electrical and electronic equipment placed on the EU market.
When it matters in the review
Luminaires generally fall within the scope of WEEE. The relevant obligations relate to end-of-life responsibility rather than the electrical safety or performance of the product itself, and their practical implementation also depends on the national systems in the markets where the product is placed on the market.
What Complite looks at
Complite examines the available evidence supporting the applicable producer-responsibility obligations, including product marking, producer registration and other market-specific information where relevant. The review also considers whether the product information and documentation appropriately reflect the WEEE obligations that apply to the luminaire.
Standards and recognised methods
Legislation defines the requirements a product must meet. Standards and recognised technical methods provide much of the basis for how individual properties are assessed, tested and stated.
The relevant basis depends on the product and the information being reviewed. It may apply directly to the luminaire, to a component within it, or to the method used to establish a stated value or characteristic.
Safety

What it covers
The IEC 60598 series provides the principal safety requirements and test methods for luminaires. Part 1 contains the general requirements, including classification, marking, mechanical and electrical construction and associated safety tests. The applicable Part 2 standard adds requirements for the particular type or intended use of the luminaire.
When it matters in the review
The series forms the primary technical basis for assessing the safety of most luminaires within the scope of the Low Voltage Directive. The relevant Part 2 depends on the product type, construction and intended use.
What Complite looks at
Complite examines which parts and editions of the IEC 60598 series apply to the product, how the product has been classified, and whether the available test and certification evidence covers the reviewed luminaire and its relevant variants. The review also considers the relationship between the applied standard edition and the applicable EU harmonised-standard basis.

What it covers
The IEC 61347 series specifies safety requirements for controlgear used with electric light sources. Part 1 contains the general safety requirements, while the applicable Part 2 provides requirements for the particular type of controlgear. For LED luminaires, IEC 61347-2-13 covers electronic controlgear for LED light sources.
When it matters in the review
Controlgear is a critical safety-related component of a luminaire. Its characteristics and limitations can affect electrical safety, insulation, temperature conditions and the suitability of the component for the final luminaire construction.

Complite examines the available evidence for the controlgear and whether it is applicable to the component actually used in the luminaire. IEC 62031 specifies safety requirements for LED modules used in lighting products. It addresses electrical, thermal and mechanical safety aspects of LED modules and provides requirements relevant to their use as part of a lighting system.

What it covers
IEC 62471-7 specifies the photobiological safety assessment of light sources and luminaires that primarily emit visible radiation. For luminaires, retinal blue light hazard forms a key part of this assessment.
When it matters in the review
IEC 60598-1 requires the retinal blue light hazard of applicable luminaires to be assessed using the recognised photobiological safety methods referenced by the luminaire safety standard.

Electromagnetic compatibility

The applicable test configuration needs to represent the product and the operating conditions relevant to the luminaire being reviewed.

EN 13032-4 specifies requirements for the measurement and presentation of electrical, photometric and colorimetric data for LED lamps, LED modules and LED luminaires. When it matters in the review
The standard is relevant where declared photometric or colorimetric product data is supported by laboratory measurement. It provides a common measurement basis that helps make results comparable and traceable across products and laboratories.

Substances and technical documentation

EN IEC 63000 specifies the technical documentation used to assess electrical and electronic products with respect to restrictions on hazardous substances. It provides a structured basis for evaluating materials, components and supplier information rather than relying automatically on analytical testing of every substance in every part.
When it matters in the review
The standard is relevant when assessing the technical basis supporting conformity with the RoHS Directive. It is particularly important where conformity relies on documentation obtained through the supply chain, such as supplier declarations, material declarations or other component-level evidence.
What Complite looks at
Complite examines how the manufacturer has identified and assessed the relevant materials and components, what supplier and technical documentation is used as the basis for the assessment, and whether that information is sufficiently reliable and applicable to the product being reviewed. Where analytical testing is used, the review also considers how the results relate to the assessed material or component.
Environmental and sustainability

EPD framework
What it covers
ISO 14025 specifies principles and requirements and provides guidance for Environmental Product Declaration (EPD) programmes and the EPDs developed within them. It defines how life cycle assessment, based on ISO 14040 and ISO 14044, is used in developing and communicating product environmental information.
When it matters in the review
The standard is relevant where environmental performance information is presented through an EPD. It provides the overarching framework for understanding how the declaration has been developed, verified and communicated.
What Complite looks at
Complite examines the EPD, the programme under which it has been issued, the applicable product-category or product-specific rules, the declared product and scope, verification status and whether the declaration adequately represents the luminaire or product variants being reviewed.

What it covers
IEC 63366 defines product category rules for life cycle assessment of electrical and electronic products and systems. It provides common requirements for conducting LCA, preparing the LCA report and developing product-specific rules for use in Type III environmental declarations.
When it matters in the review
The standard is relevant where environmental performance information for a luminaire is based on life cycle assessment. It provides the horizontal methodology that can be complemented by more specific product rules developed for lighting products.
What Complite looks at
Complite examines the stated LCA methodology, system boundaries, scenarios, declared or functional unit, underlying data and reporting basis, and whether any applicable product-specific rules have been correctly applied. The review also considers whether the assessment adequately represents the luminaire or product variants for which the environmental information is presented.

Luminaire-specific LCA and PEP methodology
What it covers
IEC PAS 63629 sets out product-specific rules for luminaires used in the development of Product Environmental Profiles (PEP). It defines luminaire-specific assumptions and parameters for life cycle assessment, including product technology and application, conventional typical lifetime and use-stage scenarios.
When it matters in the review
The specification is relevant where environmental performance information for a luminaire is based on a PEP or an LCA methodology using these product-specific rules. It provides a lighting-specific layer that complements more general environmental assessment frameworks.
What Complite looks at
Complite examines whether the stated product scope, lifetime assumptions, use scenarios, system boundaries and relevant product configurations follow the applicable luminaire-specific rules. The review also considers whether the assessment adequately represents the luminaire and the variants for which the environmental information is presented.

Circularity assessment method
What it covers
CIBSE TM66 provides a lighting-specific framework for applying circular economy principles to lighting products. It includes the Circular Economy Assessment Method (CEAM), which provides a structured way to assess aspects of a product’s circularity.
When it matters in the review
The method is relevant where circularity, repairability, maintainability or related product claims form part of the reviewed product information. It provides a recognised lighting-industry basis for assessing these characteristics where no directly applicable product standard defines the assessment.
What Complite looks at
Complite examines the product information and evidence used in the assessment, the applicable CEAM methodology, and whether the stated circularity characteristics are supported by the product’s design, components, maintenance and end-of-life information. The review also considers the scope and limitations of any resulting circularity assessment.
Independent evidence and schemes
A manufacturer may already hold third-party test reports, certificates or approvals that support individual product claims. Complite treats this material as evidence within the review.
What matters is not only that a certificate or mark exists, but what it covers, which product or variant it applies to, which standards or scheme requirements it is based on, and whether that scope matches the information being reviewed.
These schemes can provide important independent evidence, but they do not replace the wider review of the product and its supporting basis.
CE marking has a different role. It represents the manufacturer’s declaration that the product meets the applicable EU requirements, rather than a voluntary third-party certification scheme. Complite therefore considers CE marking and third-party certification as distinct parts of the product’s conformity basis.
International conformity evidence

What it covers
The IECEE CB Scheme is a multilateral international system for the mutual recognition of test results and certificates for electrotechnical equipment and components tested against IEC standards. It provides a common basis for using test evidence across participating certification bodies and markets.
When it matters in the review
The scheme is relevant where a luminaire or a critical component is supported by a CB Test Report and CB Test Certificate. Such evidence can provide a strong technical basis for the reviewed product, provided that the certificate, tested models, standard editions and reported construction are applicable to the actual product or component being assessed.
What Complite looks at
Complite examines the CB Test Certificate together with the associated CB Test Report, including the issuing certification body, applicable IEC standards and editions, model and variant coverage, ratings, construction details and any conditions or limitations affecting applicability. Where component-level CB evidence is used, the review also considers how that evidence relates to the final luminaire.
Third-party product certifications

What it covers
ENEC is a European third-party certification scheme for electrical products, including luminaires and lighting components. Certification is based on applicable European safety standards and includes both product assessment and ongoing requirements relating to certified production.
When it matters in the review
ENEC is relevant where the luminaire or a critical component is covered by a valid ENEC licence. It can provide strong independent evidence that the certified product has been assessed against the applicable safety standards and that continued production is subject to scheme requirements.
What Complite looks at
Complite examines the ENEC licence and associated certification scope, including the applicable standards, certified models and variants, ratings and any limitations affecting applicability. The review also considers whether the certified construction corresponds to the luminaire or component actually used in the product being reviewed.

What it covers
ENEC+ is a European third-party certification scheme for lighting products that combines safety and performance assessment. ENEC+ certification is built on the ENEC safety certification and adds independent verification of declared performance characteristics against applicable performance standards and scheme requirements.
When it matters in the review
ENEC+ is relevant where a luminaire is supported by a valid ENEC+ certification covering both safety and performance characteristics. It can provide independent evidence for product claims relating to areas such as photometric, electrical or endurance-related performance in addition to the underlying safety certification.
What Complite looks at
Complite examines the ENEC+ certification scope, the applicable safety and performance standards, certified characteristics, models and variants covered, and whether the certified data corresponds to the luminaire being reviewed. The review also considers any limitations or conditions affecting the applicability of the certification.
Interoperability and ecosystem certification

What it covers
DALI-2 is an independently verified certification programme for products implementing the DALI lighting-control protocol. Certification is based on the relevant IEC 62386 requirements and DALI Alliance specifications and is intended to support interoperability between products from different manufacturers. D4i extends DALI-2 with additional requirements for intelligent, data-enabled luminaires, including standardized luminaire, energy and diagnostic data.
When it matters in the review
DALI-2 and D4i are relevant where a luminaire uses DALI-based control gear or control devices and interoperability, control functionality or standardized product data forms part of the product claims. The DALI Alliance does not operate a separate certification programme for luminaires. DALI-2 and D4i certification applies to eligible DALI products and components, while use of the DALI-2 or D4i trademarks on luminaires is subject to the applicable DALI Alliance requirements.
What Complite looks at
Complite examines whether the relevant control gear and control devices are listed as certified products by the DALI Alliance, which DALI-2 or D4i functions are covered, and whether the certified components correspond to those used in the reviewed luminaire. Where DALI-2 or D4i functionality is claimed for the luminaire, the review also considers whether the product configuration and presented claims are consistent with the applicable certification and trademark requirements.

What it covers
Zhaga defines standardised interfaces for components used in LED luminaires through a series of product-specific specifications known as Zhaga Books. These interfaces support interchangeability and interoperability between products from different manufacturers. Zhaga-D4i combines selected Zhaga interface specifications with D4i requirements for intelligent, data-enabled luminaires and connected sensing or communication devices.
When it matters in the review
Zhaga is relevant where standardised component or luminaire interfaces form part of the product design or claims. Zhaga-D4i is particularly relevant where a luminaire provides a certified interface for interoperable sensing, communication or control devices and incorporates the required D4i functionality.
What Complite looks at
Complite examines the applicable Zhaga Book, certification status, certified product or component configuration and whether the certified interface corresponds to the product being reviewed. For Zhaga-D4i claims, the review also considers whether the applicable luminaire and connected-device requirements are covered by the relevant Zhaga-D4i certification.
Applied to the product
The regulations, standards and schemes referenced on this page are not a universal checklist.
What applies depends on the product, its construction, components, variants, intended use and the information or claim being reviewed. Different claims may therefore rely on different requirements, methods and forms of evidence.
Complite links the relevant basis to the product information it supports, so it remains clear why a requirement, standard or piece of evidence is relevant — and which product or variant it applies to.
